Job Description: |
Background:
- More than 65 million people (36% of population) living in urban areas of Pakistan, face multiple and complex social, economic, environmental and political challenges. With current annual growth rate, the urban population of Pakistan will rise to nearly 50% by 2025. The current pace of urbanization is quickly outstripping government capacity to provide basic services and ensure the basic rights and entitlements of the urban poor. During a participatory poverty assessment, exercise carried out by Oxfam in urban area of South Punjab the vulnerable men and women identified poor essential services, poor accountability and participation of community in planning as the main reasons of increasing poverty, vulnerabilities and discrimination among the urban poor particularly the women. Promoting responsive governance to ensure that peoples are accessing rights and entitlements according to the existing policies and law is prioritized as key approach and theory of change in reducing urban poverty. Enhancing role of citizens in demanding their rights through an effective engagement with the duty-bearers would be needed for promoting accountability, transparency and effectiveness of the government. District Muzaffargarh is one of the preferred districts where Oxfam works through an integrated approach and citizen’s led advocacy for promoting responsive governance, and policy and practice changes as the key influencing strategies. Oxfam together with its partners and other development and humanitarian actors in the district have led the process of developing joint effective citizen groups, to lead process of developing and implementing integrated influencing plans for the purpose. This has created a space for the alliances and networks of rights holders engaged in governance and policy advocacy and helped creating a joint voices and pressure group, and developing linkages with the duty bearers including public and private sector.
- Oxfam partners have facilitated the process of developing citizen groups by engaging the participants a week long PPVA. Participatory analysis, the groups developed Urban Participatory Influencing and Development Plans (UPDIPs) and shared with the district government and other stakeholders. In this project, the scaling up of urban areas of Muzafargarh will be there and similar participatory exercise to develop UPIDP for their areas and then one UPIDP for broader urban area will be formed by taking representatives from all the areas. The exercise will be regularly quarterly or biannually repeated to revise and update the UPIDPs. This process will also be supported by OXFAM by some contribution/cofounding in UPIDPs and also capacity building in urban and exposure visits will also be organized for program team including partners and duty bearers. The present district government administration is keen to positively engage with the right holders and facilitating Oxfam initiatives in budget tracking and gender responsive budgeting, sharing information to promote service delivery and ensuring gender justice and implementation of policies and laws. Here the objective of project will be to implement the policy in district by implementing Punjab Transparency & Right To Information Act 2013 and Punjab guidelines for budgeting 2003 for better urban development (planning budgeting and monitoring) of Muzafargarh. This will be achieved by UPIDP and linking it with the digital information system rather than relying on conventional methods as the project will be in urban areas. This will lead to more communication between right holder of urban area and duty bearers, which will improve relationship, transparency and accountability between them.

These are the general technical points. These points are, neither too strict nor too lose in identifying the scope:
- Redesigning and restructuring the Muzaffargarh government website (http://muzaffargarh.gop.pk/) in general to incorporate a system described in the following points
- A system where the Effective Citizen Groups could share the development plan for their neighbourhood.
- The system should have a public interface where people can see the development plan of each region within Muzaffargarh and then within each target neighbourhood.
- The public interface should ideally be graphical, user friendly and possibly interactive.
- The system should have five access roles: public, ECGs, PM&E, Govt, and OXFAM.
- Each access level should have a distinct dashboard with information and actions related to each role.
- OXFAM role should have the ability to moderate the content being added to the system.
- In addition to the above system, the website should incorporate useful information about laws and procedures of the district.
- Community especially women aware about the policies for right to information and guidelines for budgeting through digital access local government’s website (http://muzaffargarh.gop.pk/) and its use
- Community especially women groups are using the website and following up local government
- Capacity assessed and built of local government, Oxfam and community groups in using and making effective responses/processing of information from citizens for improving governance and accountability with complete manual.
- Any other relevant task assigned by Oxfam for up gradation as per identified needs.
